Fleming County, located in Northeastern Kentucky, was formed of land carved out of Mason County in 1798. It was the 26th county of the 120 counties in Kentucky to be formed. It was named for Colonel John Fleming, a native of Virginia who had settled at Strode's Station in Clark County in 1787.
In the early days of settling Kentucky, there were two forts located in Fleming County in addition to Fleming Station. Stockton Station, lead by Major George Stockton, was located near the nothern edge of where Flemingsburg now stands. Stockton was also a native of Virginia and he was a friend of Fleming's.

Flemingsburg, the seat of Fleming county, is located on KY 32, KY 11, and KY 57. It was founded by George P. Stockton in 1796 and named for his half-brother Colonel John Fleming. The Fleming Court House post office opened in 1801. The population in 1990 was 3,071.
